Jost gets community placement

February 18, 2014 By WRN Contributor

One of three people accused of illegally cashing Social Security checks for over thirty years will live under supervision in the Stevens Point community. Charles Jost is accused of cashing his missing mother Marie Jost’s checks along with his sister, Dolores Disher and Dolores’ husband Ronald.

The 72 year-old Jost was found not-guilty by mental disease or defect last month, and the court waited for doctor evaluations before deciding where Jost will be placed for care and treatment. Judge Thomas Flugaur granted the conditional release plan approved by defense and prosecuting attorneys. That calls for Jost to live in a Stevens Point apartment with an approved person, comply with medication and mental health treatments, and cannot consume alcohol or own firearms. If Jost fails to abide by the terms of the agreement, he would spend the rest of his sixteen year committment in a mental institution.

Flugaur also granted the request of prosecutors to apply nearly $18,000 that was seized towards cleanup of the property and prosecution costs.

Second trial scheduled in Social Security fraud scheme

February 4, 2014 By WRN Contributor

A Portage County man accused of playing a part in a Social Security check cashing scheme will be retried on those charges. Ronald Disher’s trial was last week, and ended on Friday with convictions on only two out of five charges. He was found guilty of recklessly endangering safety and disorderly conduct, but the jury could not agree on the three charges of being party to the crime of Social Security fraud, so a mistrial was declared.

District Attorney Louis Molepske Jr. and prosecutor Veronica Isherwood requested a new trial on those three charges Monday.

Disher was accused of helping steal $175,000 in Social Security checks written to Marie Jost, a woman who has been missing for over three decades. Disher told jurors last week that he drove two other defendants to a bank where they cashed the checks — but he denied knowing anything about the stolen checks, or what the other two were doing at the time.

Charles Jost was found not guilty by insanity. Disher’s wife, Delores Jost, had her charges dropped after she suffered a stroke last year.

Case of social security fraud goes to court

December 30, 2013 By WRN Contributor

One of three individuals believed responsible for cashing his mother’s Social Security checks for over thirty years is expected in court today.

It’s an unusual case that began over a year ago. Charles Jost of rural Amherst is accused of theft by false representation, forgery, mail fraud, and unauthorized use of someone else’s personal documents for cashing the checks for Marie Jost. Charles Jost is scheduled to enter a plea in Portage County court at 11 o’clock.

Marie Jost and Charles’ brother Theodore Jost have not been seen alive since the early 1980s and are presumed dead. Charles’ sister Delores Disher and her husband Ronald Disher are also charged in the case. Delores has been physically unable to go to court, and is being treated in a nursing home.

Investigators believe the three illegally collected around $175,000 in benefits in the past 33 years.

Son to stand trial in Social Security scam

October 26, 2012 By WRN Contributor

One of the three family members accused of fraudulently cashing Social Security checks was back in court Thursday. Charles T. Jost entered a not-guilty plea to the charges. He was found competent to stand trial October 15th. Judge Thomas Flugar agreed there was enough evidence to try Jost.

Jost will next have a pre-trial conference December 10th. The other two defendants will have pre-trial conferences the same day. Dolores and Ronald Disher will remain jailed with Jost, unable to make bond. Dolores and Charle’s mother Marie Jost would be 101 years old if alive. No one has seen her since about 1980, but her Social Security checks always got cashed.

Investigators are still looking for information about Marie Jost and her missing son Theodore Jost. The suspects were originally arrested in September, following a lengthy investigation.

Prosecutor: Social Security scammers killed victim

September 29, 2012 By WRN Contributor

Prosecutors in Portage County now say a couple who are accused of fraudulently cashing the Social Security checks of an elderly relative also killed the woman. The new development came the same day that investigators stopped the search for human remains.

Husband and wife, Delores and Ronald Disher, have been charged with Social Security fraud for allegedly cashing her mother Marie Jost’s Social Security checks since around 1982.

Prosecutors on Friday told the court that Ronald Disher had two fellow jail inmates that his wife killed Marie Jost, and they buried her body in Amherst Junction. A defense attorney said that the statements weren’t credible.

Portage County Sheriff’s Department Captain Dale O’Kray announced Friday morning that they have stopped processing the property where the elderly woman lived. O’Kray said several small bone fragments have been sent off to the State Crime Lab in Madison for testing, to determine if they are human.

Marie Jost would be 101 next month if she’s still alive. Son Theodore Jost would be 75. Neither has been seen since 1982. Delores Disher’s brother Charles Jost also faces charges, but must be evaluated to see if he understands and can assist in his defense. A competency hearing for him is scheduled for October 15th.

Social Security fraud suspects in court

September 25, 2012 By WRN Contributor

Three family members accused of taking three decades worth of an Amherst woman’s Social Security checks made their initial court appearances on Monday. Charles Jost, his sister Delores Disher and her husband Ronald Disher are believed to have fraudulently received over $175,000.

Prosecutor Veronica Isherwood said the defense attorney believes Jost ought to be evaluated, to see whether he can participate in his defense. The court ordered a competency evaluation for Jost.

All three are currently held on $20,000 cash bonds, and a motion to lower the bond for Ronald Disher will likely be addressed during the preliminary hearings Friday.

If alive, Marie Jost would be 101 next month, however she and son Theodore have not been seen since the early 1980’s. Investigators are trying to determine their whereabouts – and searching the Jost property to determine if one or both of them were buried there.

Search continues in Social Security fraud case

September 13, 2012 By WRN Contributor

Portage County sheriffs deputies are continuing their search of a property in Amherst Junction, looking for the remains of a missing 100 year-old woman. Marie Jost hasn’t been seen for nearly 20 years, and three relatives are in jail — accused of continuing to cash her Social Security checks. Cadaver dogs have been called in to help with the investigation.

Investigators have said Jost’s name didn’t appear on the deed to the property until 1984. And they’re not sure why the property taxes were paid through a post office box in Illinois.

Charles Jost, Dolores Disher, and Ron Disher are in custody, and according to police, have not been cooperating with the investigation. Prosecutors allege the trio received $175,000 dollars in Social Security payments which were supposed to be paid to Marie Jost.

Three charged in Social Security fraud probe

September 7, 2012 By WRN Contributor

Three people have been jailed as the result of an investigation in Portage County, into a decades-old Social Security fraud case. All three – 67 year-old Delores Disher, 71 year-old Ronald Disher, and 65 year-old Charles Jost – are in custody in the Portage County jail. Bail for each has been set at $20,000. Prosecutors allege the trio received $175,000 dollars in Social Security payments which were supposed to be paid to Marie Jost, who is 101 years old, but who hasn’t been seen by neighbors in years.

The criminal complaint says Charles Jost told investigators that Marie, his mother, was on a trip with her other son, who also hasn’t been seen since the 1980’s. The state crime lab brought cadaver dogs to Charles Jost’s property in Amherst Junction Thursday. Sheriff’s officials say the dogs have hit on points of interest, but so far no human remains have been found.
